Build fix: use new sonic libnl3 debian package names

Problem

Build fails with the following message

cp: cannot stat '/sonic/target/debs/bookworm/libnl-3-200_3.7.0-0.2_amd64.deb': No such file or directory                             
cp: cannot stat '/sonic/target/debs/bookworm/libnl-3-dev_3.7.0-0.2_amd64.deb': No such file or directory                             
cp: cannot stat '/sonic/target/debs/bookworm/libnl-route-3-200_3.7.0-0.2_amd64.deb': No such file or directory                       
cp: cannot stat '/sonic/target/debs/bookworm/libnl-route-3-dev_3.7.0-0.2_amd64.deb': No such file or directory 

Root-cause

The sonic libnl debian packages had their version and name changed in sonic-net/sonic-buildimage#20697

Fix

Use new name variables in libnl3.mk based on LIBNL3_VERSION_SONIC
