BFD with Static Route - Automation

Description of PR

• This PR adds automation for below 2 test cases
• Test case 1 - To verify deletion of BFD session between two line cards.
• Test case 2 - To flap the BFD session ( Up <--> Down <---> Up) between linecards for 100 times.

@harsgoll This PR is to add new test scripts to 202205 branch.
Generally, changes should be committed to master branch firstly. If it is required by older branches, we can then back port it.
Another thing is that new tests should go to master branch only.
Only bug fixes should be back ported.
