What is the motivation for this PR?
spc3 asic is being added to RDMA support in GCU. Currently, GCU blocks RDMA changes on spc3 asic. Ideal behavior is for GCU to allow RDMA changes on spc3 for versions 202205+.
GCU is being updated to allow RDMA changes for versions 202205+. In the meantime, this test case should be skipped on spc3 asic. After GCU code is updated, this test case is safe to run again on spc3 asic.
