Approach

What is the motivation for this PR?

IPv6 addresses generated for servers in dual ToR topologies do not increment correctly

How did you do it?

When generating the IPv6 address, format the address as hex instead of decimal

How did you verify/test it?

Generate a minigraph. Verify for Servers8 and all servers after that the last octet of the IPv6 address is the hex equivalent of the last octet of the IPv4 address for the same server.

Any platform specific information?

Supported testbed topology if it's a new test case?
