Description of PR

Summary:
Fixes # (issue)

Type of change

  • Bug fix
  • Testbed and Framework(new/improvement)
  • Test case(new/improvement)

Approach

What is the motivation for this PR?

The disabled host interfaces for the upper/lower ToRs in the dualtor56 topology were not identical

How did you do it?

How did you verify/test it?

Deploy a new minigraph with the changes, ensure that show int status on device is the same for both devices.

Any platform specific information?

Supported testbed topology if it's a new test case?
