What is the motivation for this PR?

The Console Switch need to be test to qualification.

Wrote the testbed and test cases HLD.

Celestica E1031 + Celestica Console Switch

Supported testbed topology if it's a new test case?

Any topology with DUT change can adapt the test cases in HLD.

Ying suggest that add stress test to this HLD.

There are few concerns:

1. We need double our DUT(for now, we need two [SONiC + Console] with different Console wiring)
2. Seems like we haven't added stress test for regular DUT before? If no, why we think the high traffic testing on regular DUT is unnecessary. If yes, do we have best practice on stress testing?

Actually, I've done some stress testing for Console switch hardware(https://github.com/Blueve/sonic-development-private), just want to figure out if put this kind of test to sonic-mgmt is properly.
