PR #2619 introduced a new fixture to add routes and IP on DUT and ptf. This commit updates test_traffic_shift to use this newly added fixture.

This PR is to update test_traffic_shift to use common fixture introduced in PR #2619

Remove code in original file, and use new feature instead.

Verified on DX010-6.
