Description of PR
We need to move the sonic-mgmt/docs/testplan/transceiver_onboarding_test_plan.md at master · sonic-net/sonic-mgmt to a transceiver folder for better organization.
This will be useful for adding the new attribute-based changes to the transceiver onboarding test HLD.
I included this change in [sonic-mgmt] Update transceiver onboarding HLD to make parameters attribute based by mihirpat1 · Pull Request #20230 · sonic-net/sonic-mgmt but it seems that GIT PR is detecting the file move as a new file itself (rather than highlighting actual differences) due other changes being in the transceiver onboarding test plan.
Hence, to review the changes more efficiently, I am creating the current PR.
