Fix packets_aging.py not found issue

Summary:
This PR is to fix an issue caused by PR #17800
python: can't open file '/packets_aging.py': [Errno 2] No such file or directory

Root cause:
If swap_syncd fixture is executed, the file copied to syncd container will be removed.

This PR addressed the issue by ignoring the errors for running the script or removing the script.

Ignore the error.

How did you verify/test it?

The change is verified by running test_tunnel_decap_dscp_to_pg_mapping on a dualtor testbed with swap_syncd enabled.
