Description of PR
Summary:
Cisco-8000-only test no_traffic is failing on dualtor-aa due to missing fixture labels. The tors would both be in standby state during the test, causing the basic ping operation from PTF to the vlan to fail.
Added in the missing fixtures so the dualtor can be in the correct AS state during test execution.
