Infrastructure change taken out of #834
For device that uses in-memory syslog, start marker placed before warm-reboot is gone. We use a specified message in the warm-reboot syslog as the anchor point/ start marker.
This PR provides us with such a capability.
Tested on regular pfc watchdog test without break.
