What is the motivation for this PR?

to fix hdrm size test failure caused by improper qos param, enhance brcm internal qos generator tool
and modified relevant test code

How did you do it?

1. change generator's api, to pass a list of option to generator rather than lots of variable. just in case that api need to change in future
2. skip test if testbed have no enough test port
3. to be compatible with other vendor, introduce new qos parameter 'pkts_num_trig_pfc_multi' to hdrm size test.
   to support hdrm size test in dynamic threshold mode in which mode each PR and port have different xoff threashold.
