Some dualtor tests will be skipped without this.

How did you do it?
Add the Mellanox-SN4600C-C64 hwsku.
How did you verify/test it?
Run dualtor/test_ipinip.py on 4600C dualtor testbed, all passed.
Any platform specific information?
Supported testbed topology if it's a new test case?
