Cherry Pick of master PR: #10052 What I did: Fix the QOS test failure when packet sent are greater than 4K in size Why I did: Increased socket buffer for PTF while running QoS test as we are sending packet > 4k in some cases where there is HBM involved to fill the buffer faster.
