Description of the bug
In test case, test_crm_next_hop_group, we will check the maximum nexthop group counts, for dualtor, the number is one less, and failed the test case, Failed: next-hop groups (255) should be greater than or equal to 256 on platform 'arista-7260cx3-d108c8'
Steps to Reproduce
run test_crm_available.py on broadcom dualtor platform
Actual Behavior and Expected Behavior
the test can pass.
