Added logrotate file for wtmp and btmp to override default conf and set size cap as 100K as done in PR: #865. For buster this is control by separate file wtmp and btmp. Signed-off-by: Abhishek Dosi <abdosi@microsoft.com>

What I did:
Added logrotate file for wtmp and btmp to override default conf and set size cap as 100K as done in PR: #865. For buster this is control by separate file
wtmpandbtmp.Why I did:
Without this size of wtmp and btmp can grow and occupy complete /var/log
How I verify:
Made sure expected wtmp and btmp file are there.
