Skip thermalctld for DellEMC S5248F platform

Why I did it

To skip thermalctld in DellEMC S5248F platform since it requires platform API.

How I did it

Add 'skip_thermalctld:true' in pmon_daemon_control.json for DellEMC S5248F platform.

How to verify it

Verified thermalctld not running in PMON.
