[device/celestica]: Update new platform APIs

• Update APIs follow sonic_platform_base

- How I did it

1. Add Psu APIs
   • get_voltage()
   • get_current()
   • get_power()
   • get_powergood_status()
   • get_status_led
2. Update Fan API to support PSU fan
3. Modify SFP APIs to use sfputilhelper instead of sfputilbase
4. Add get_transceiver_info() to SFP API

- How to verify it

• Create python script follow the new platform API design doc to verify it (Add design doc for new platform management API SONiC#285.)
