[device/celestica]: Implement thermal base API based on the new platform API

    • get_high_threshold()
    • set_high_threshold()
  • Device APIs
    • get_name()
    • get_presence()
    • get_status()

- How I did it

1. Update sensor configuration file follow hardware specification document
2. Implement Thermal APIs
3. Add Thermal object to chassis API

- How to verify it

• Create python script follow the new platform API design doc to verify it (Add design doc for new platform management API SONiC#285.)
