Why I did it

Master branch PR: #19564

Update the kernel to Linux 6.1.94. This brings in a number of CVE/security and bug fixes.

This also has a submodule update of src/sonic-linux-kernel, and brings in one commit:

54ccf27 [202405] Update to Linux 6.1.94 (#423)

Kernel update PR: sonic-net/sonic-linux-kernel#423

How I did it

How to verify it

Tested bootup on KVM and Broadcom platforms, verified BGP sessions were coming up.
