- What I did
Update swss submodule to include below change into march branch:
Generate queue maps only for front panel ports
Create empty ready lists for buffers by default
Check m_port_ready_list_ref value for presence before using the value

**What I did**
Update the rif_rates/lua script to multiply by 1000 instead of FlexCounter class.

Fix issue - sonic-net#8392
**Why I did it**
times were not calculated properly.

check that the output of cli and redis is close enough:
