[BRCM SAI 7.1.7.1] catch up on all pending fix patches for REL_7.0/7.1

This PR is to bring in all the recent fixes from BRCM SUG repo so that we are in sync and has all the latest fixes/changes such as the following commits:

• 100G/40G port speed change
• fix MACSec bugs:CS00012231502,CS00012245570,CS00012245790,CS00012245837,CS00012245841,CS00012247412,CS00012247588
• fix CS00012235031 next_hop_group issue
• CS00012248551,SONIC-61055/SAI 4.3.5 PFC storm on 2 ports

Please note that this PR has a dependency on (#10864) when cherry pick into 202205 branch.

How to verify it

This was tested under TD3 (T1) platform as well as DNX platform.
