Why I did it
Update submodule sonic-py-swsssdk to point to the new branch of 202111 and to contain the following commits:
[port_util] Fix issue: port_util.get_vlan_interface_oid_map should not raise exception when DB has not RIF data (#117)
define index for recirc port (#118)
