Description of the enhancement
Today, in SONiC, the fec configuration is missing for PAM4 speed. FEC is not optional unlike in NRZ speed, but mandatory for PAM4 speeds.
Current Behavior
The config_db.json does not have 'rs' FEC configured for PAM4 speeds like 200G, 400G, 800G speeds.
Proposed Behavior
Ensure the config_db.json generated for a platform MUST have 'rs' fec configured.
