[202311] PR18002 causes build to fail

Description

#18002 upgrades krb5 version to 1.18.3-6+deb11u14+fips. This modifies
the download path of the libk5crypto3 package. The package currently does not seem to exist at the new location and causes build fail (at least internally). Azure build logs seem to indicate that the package is missing as well but somehow builds are overall not affected, though the libk5crypto3 package is zero bytes, e.g. https://sonic-build.azurewebsites.net/ui/sonic/pipelines/138/builds/471361/artifacts/621053?branchName=202311&artifactName=sonic-buildimage.broadcom
