What I did
Proposal for Dynamic Gearbox Tuning feature
Summary of Changes:
Added support to xcvrd/media_settings_parser to parse gearbox tuning values (tx_taps) and set them in APPL_DB.
Added support to orchagent to read gearbox tx_taps from APPL_DB and set them on gearboxes.
