Nostr: try harder to find users' relays (kind 10002 event) in `Nostr.fetch`

In Nostr.fetch, the Object often only has an id, but we often know its author (and can therefore find their relays) from upstream, earlier. We should use that to find their relays, instead of just calling target_for on the id-only Object.
