ERROR: Cannot bind server socket: Permission denied

So when I run httpd-start I get this error message
```
Cannot bind server socket: Permission denied
```
I've tried setting up servers with emacs and it works fine.

My setup:
Doom emacs (27.1) 
Windows 10 build 2004 with some w10privacy modifications but I doubt if it's stopping shttp from creating the server as I can use light http.
