* Don't throw if the password provider is not able to authenticate the resource. Instead, `false` will be returned and the caller will be free to throw STATUS_ACCESS_DENIED after putting the stream in the correct state * Add a test to ensure that STATUS_ACCESS_DENIED is thrown if authorization fails because the password provider cannot authenticate
