pyubx2 Pull Request Template

Description

1. Minimum pynmeagps version updated to 1.0.54 - incorporates additional support for proprietary Quectel NMEA sentences.
2. Minor updates to itow2utc() helper methods to add leapsecond offset parameter (defaults to 18, valid from 2017).

Testing

Please test all changes, however trivial, against the supplied pytest suite tests/test_*.py. Please describe any test cases you have amended or added to this suite to maintain >= 99% code coverage.
