Since it is annoying to update both the sbt version and the manifest version, the manifest version is now updated automatically.
Scala IDE no longer depends on this update site, therefore we can remove it. The manifest file is also removed, since it is moved to the root of the repo.

Once this is merged, the only thing that needs to be done to publish a release is to update the version and then to use sbt publish. No further handling of OSGi stuff.
