Have you added this module to your Web project?
If you're having trouble adding the module to your project, you can add it using ABP Studio.

Open your project in ABP Studio. In the Solution Explorer, right-click your project and choose Import Module. In the Local tab, select the Abp.ApiKeyManagement.abpmdl file from the AbpApikeyManagement module.

After that, you will see an Imports section under your project in the Solution Explorer. Click Install to open the installation page. ABP Studio will automatically detect the projects, except for the AspNetCore project. Simply map that one manually to your Web project, and everything should work successfully.

Thank you for helping me fix the bug in such great detail. When I import the project on ABP it runs fine, but when I follow the steps manually it throws an exception. If you have time, please kindly update the manual documentation so that anyone who downloads the code can run it successfully right away.
