Why is `use_self` deprecated?

### Description

I couldn't find the reason for deprecation anywhere. I think it's a more useful lint than what the documentation suggests, so it'd be a shame to not have it. (Using `Self` is much better in case of future refactoring.) Any discussion/chance to get it back?
