Fix the style for bitflags!

Prefer `libc_bitflags!` over `bitflags!`. Prefer `libc::CONSTANTS` over
writing the constant manually.

This makes rust-lang#501 unnecessary, since upstream now contains the `O_TMPFILE` constant.
