Re-enables user registration in production by scoping the DISABLE_SIGNUP environment variable to the staging environment only. Previously, DISABLE_SIGNUP=true was applied unconditionally to all environments; this change moves it inside the if environment == 'staging' block so production no longer disables signup.

Changes:

• Move DISABLE_SIGNUP=true env var inside the staging-only conditional block.
