Add actual on-device testing that runs as part of the CI

We have device.spec.ts . We should refactor that so that it runs only when in CI mode, and that it runs against the actual Rokus we have configured for RokuCommunity.

You can get the roku IP address and password from these environment variables in javascript:

env.ROKU_HOST
env.ROKU_PASSWORD

And you can configure the unit tests to use SELF_HOSTED.
