Enable inference pipeline api on jetpack 6.2.0

What does this PR do?

ENABLE_STREAM_API is set to False by default
In Dockerfile.onnx.jetson.6.2.0 this environmental variable is not set, in other Dockerfiles it's set - adding ENABLE_STREAM_API=True to match other Dockerfiles
