Add flag to provide cleanup policy while creating a Kafka topic

### Feature or problem description

User should be able to set the cleanup policy for the topic during creation. This will be consistent with the Kafka UI. Default value is "delete".

### Proposed solution

An additional flag and prompt to input this value.

The flag can have auto completion.
