Service Account: Remove the description field and rename "name" to "short description"

Some changes are required in service account management:

• Remove the "description" field
• Rename "name" to "short description"
• Update the "short description" validation rules (exact rules to be confirmed)

No problem @Subhangini. Have you first downloaded and played with the CLI? That would be my suggestion because you will need to understand how the CLI works before being able to make meaningful contributions. You can create a Red Hat account and use that to log in.
