[FEATURE] consolidate setup/installation process

Description

consolidate different instructions on installation and setup into 1 recommendation

• proposing we use conda to setup they python env, but pip install the ms-recommenders for all dependencies

Expected behavior with the suggested feature

• updated docs: setup.md, readmes
• remove conda file generation script (this may be used by certain notebooks i.e. o16n+lgbm+mmlspark)
