Improve Manage Translations guide

#4470 went live today at https://docs.readthedocs.io/en/latest/guides/manage-translations.html and I like that.

Although there are more ideas to improve this that should be good to have:

• mentioning poedit Documentation for Manage Translations #4470 (comment)

The idea is to replace the tx config mapping-bulk command by sphinx-intl?
