Update kind configs and docs to a currently supported version

Follow up on #4595 by bumping v1.29 to a currently supported version such as v1.35.

@troy0820 this is to track the next bump, since #4595 got everything up to v1.29, but that version is already old and unsupported. We should do the next step by updating things to a currently supported version, such as v1.35.
