ci-wheel: skip older CUDA versions

Description

#373 doubled this project's set of ci-wheel images, by adding oldest-supported-CTK images.

That was done for the benefit of rapidsai/build-planning#257.

When RAPIDS is able to build wheels against the latest CTK again, revert #373 to save on build time, space, etc.
