Cython 3.2.0 (pinning to 3.1.0)

We have spotted a few issues with Cython 3.2.0, but have yet to fully isolate them. Creating this issue to track.

For now rolling back to Cython 3.1.0, which this will also track.

Will add more details as they become available.

The Cython bug is fixed by cython/cython#7313. We can pin to !=3.2.0 once a new release is available.

Glad to hear one issue was fixed. We will want to confirm that there are no others
