Implement the default installation check/attempt as final check before invoking each sub-command. This removes the `PersistentPre()` impl from the `image.CommandSpec` unblocking the global `cli.App`#`PersistentPre()`. Signed-off-by: Jacob Blain Christen <[email protected]>
