This does 4 things:
Upgrades the hello.py command to be exclusively application commands
Updates the readme.md to include the new application command
Fixes a bug in the auxiliary add reactions function to make it stop adding reactions if the message is deleted (fixes #1212)
Removes the poorly written unit tests for the hello extension
