Update pytorch-version-tests.yml

Fixes #2889

Description:

• removed untested configuration v1.3.1 as we previously dropped python 3.7 support
• added v1.13.1 as pt2.0 will be released very soon
• Fixes deps failure with v1.4.0, related to installed torchvision version:

    pytorch-1.4.0              |cuda101py38h02f0884_0       302.8 MB
    torchvision-0.13.1         |cpu_py38h164cc8f_0         6.2 MB

but correct torchvision version should be 0.5.0.
