Fixes #2263

Description:

Add --user flag

Check list:

  • New tests are added (if a new feature is added)
  • New doc strings: description and/or example code are in RST format
  • Documentation is updated (if required)

--user helps, but I am not sure it is correct solution, since it installs new pip in another place...
