Add a discussion page for financial grants

The requester and board members should be allowed to discuss the financial requests on the site.

The requester can ask for travel grant or Python Express workshop grant. Already web form exists to collect the required information. Build a discussion page similar to local conf discussion page. The requester should be able to view all their requests in a single page.
