Same as pypa/setuptools#4365 but for distutils

This PR intends to contain no logic change. Only literal type changes. There should be no visible runtime changes for users. Nor type-checkers yet as setuptools doesn't currently expose distutils statically.

Based on the following regex:
(create|direct|reinit_subcommands|plat_specific|include_bytecode|is_regex|anchor|strict|restructuredtext|verbose|no_ep|inplace|preserve_mode|preserve_times|search_path|dry_run|global_options|display_options|strip_comments|skip_blanks|join_lines|lstrip_ws|rstrip_ws|collapse_join|force|infiles|skip_build|install_path_file|replace|debug|warn_dir|strip_dir|preserve_symlinks|update|standard_lib|decl|call|finalized|use_rpm_opt_flags|rpm3_mode|no_autoreq|quiet|use_defaults|prune|manifest_only|force_manifest|keep_temp|user|help|show_response|relative|compile|checked|list_classifiers|show_response) ?= ?0 --> $1=False (similar for 1 --> True)
